Shit i've got a rx 580 driving a 4k display and provided i don't get over zealous with quality settings or the specific titles i play, plenty of titles will maintain 60fps. The rx 580 4GB is a very capable gpu still, hitting and maintaining respectably high frame rates at 1080p and still above 60fps in 1440p, well above rather in most titles that many play. I wouldn't be surprised if it's single channel too, i've lost count of the systems i've pulled apart that are prebuilt, that have a single module installed thus limited to single channel which essentially cripples performance and would certainly explain poor performance in many titles, in which case installing an nvidia gpu at even the same performance level would likely run that much slower yet (worse than the rx 580). So if you have 16gb of memory, it's likely 2133-2400mhz at most.

If there is anything that would likely bump performance that's affordable, it's potentially the cpu, and maybe even the memory as basically all the prebuilt systems built with ryzen 1000 series and even 2000 were paired with low tier memory. Your rx 580 already goes for a boatload still. Honestly in this market, you're best upgrade option is the rx 6600/6600xt but good luck finding one at a price you want to pay. with the rx 570 often matching or exceeding the 1060 6gb even. In fact the 1060 3gb is slower than a rx 570 and a 1060 6gb is slower than a rx 580. Shit the 1050ti is a pretty significant downgrade. Even the RX 570 4gb is essentially twice the performance.
